OUR MISSION
Our mission is to provide New Mexico's Counties, Municipalities, Water Districts, Mutual Domestic Water Consumers Associations (MDWCAs), and Acequias with the independent engineering oversight, project administration, and construction expertise necessary to build resilient infrastructure. Led by Cecily Criscoe, Professional Engineer, and Dennis Trujillo, Licensed General Contractor, NMWIS is committed to honoring local governance while ensuring strict adherence to state and federal standards. We deliver proactive solutions for long-term infrastructure improvements and disaster resilience, keeping projects on schedule, on budget, and aligned with community needs.
ABOUT US
New Mexico Water & Infrastructure Services (NMWIS) is led by the strategic partnership of Cecily Criscoe, PE, and Dennis Trujillo, President of III-D General Contracting, Inc. With years of experience working alongside Board Members, City Managers, Mayordomos, and other local leaders we provide a comprehensive, "boots-on-the-ground" approach to infrastructure management. Unlike traditional design firms, our focus is on the full project lifecycle: securing the necessary funding, ensuring technical compliance, and providing rigorous construction oversight.
As a Licensed Professional Engineer, Cecily specializes in technical project administration-ensuring that construction adheres strictly to approved designs, grants are managed with total transparency, and all regulatory standards are met. Dennis, a seasoned Licensed General Contractor and a fifth-generation, lifelong resident of New Mexico, brings decades of field-proven expertise in executing complex infrastructure projects across the state. Together, we bridge the gap between complex grant requirements and physical implementation, acting as independent advocates to protect the interests of New Mexico's local entities.
